When the file name of the relevant resource is marked with a link representation on the Resource List screen, it can be downloaded to a local device.
A user granted the administrator role or a user in the group to which the person who uploaded the resource belongs is permitted to perform the download.
A resource for which the file name is not marked with a link representation cannot be downloaded.
