Since the Delete button corresponding to a resource is not displayed, it cannot be deleted.

Resources that are used by content cannot be deleted.
Clicking the Content button on the right of the Resource List will display a list of items of content that are using the resources. Disable the relevant association with the content and then delete the resource.
